The current regulation is built on the fiction of monitoring the processing process, taking preventive measures, preventing public harm, and imposing responsibility.

 

Inland Processing Regime (DIR) is defined as: "Temporary import of goods that are not in free circulation, for re-exporting them from the Turkish customs territory after being used in the production of processed products, without being subject to customs duties and trade policy measures and with the taxes being secured."

Foreign traders who want to benefit from DIR must apply electronically to the Ministry of Commerce to obtain an Inland Processing Permit (DIIB) and to the relevant customs office to get an inward processing permit.
